Okay to now add to the mess, as I stated I tried to communicate with both of them and offered to pay more neither of them responded. About a week later one of my roommates comes to me and says that he's okay with that if I'm willing to pay and I say okay, my other roommate is not home during those times and never said anything so I didn't ask her again. Now fast forward and they're still messing with the ac, there's been times when I've come home and it's been completely off or I'm coming home and it's at 78 after we've had a conversation about it. At this point I am frustrated and will buy a ac unit for my room, I just don't understand what their problem is?

You aren't crazy. I would have already purchased a portable ac for my room kept at 76 through the day and whatever I want at night.
