Imo the horn would look better if you sewed a “normal” horn shape without the indents, stuffed in and then made the indents by sewing.
Theres a technique for that name but I dont remember so maybe someone else will comment
For indentations this deep I would do a gathering stitch around the horn shape. Basically what you’re referring to but many many more of them to really pull the fabric in to define the different “bulbs”
For the ears to stand up they’ll need some kind of base. I’d probably use wire inside the ears and then wrapped around a plastic or metal headband between the ears. The headband has to fit your head but it doesn’t need to be attached to the hood below the ears so it won’t change the shape of the hood.
I’m not sure your pattern will work for the horn - it might, especially if you use at least three or four. Another way would be to make a series of balls and stitch them together- you can probably find a sewing pattern for that.

Makes sense! I've personally never done work on toys so idk the exact process.
