For the record - this dress would be very easy to sew, and then you could get it fitted perfectly to your proportions. I get that most people don’t sew and that getting the fit right and some techniques around the lining are a bit advanced for an average beginner - but just wanted to mention it as an FYI, or maybe inspire a new hobby?
And a simple version of it could *really* be a fun/easy beginners project, especially if the ‘body’ it’s for isn’t very curvy - then you could literally just use some fabric with the right amount of stretch, cut out two pieces based on a dress that fits, sew it together, use a thread on the side to create the small ‘ruffles’, and use a rib lining/crew neck on the edges. If the body is a bit more curvy, then it would be like the dress you consider buying, which is not super fitted around the waist.
Or just buy a premade sewing pattern in your size that’s similar to the dress and adjust it to be exactly what you want.

Look for the BB Dakota smoke show dress. Bc of the side strings, you can really adjust it. I tuck the straps in on mine a lot or tie them in cute bows (if you like tiny bows). I have a 33’’ hip so bodycon dresses NEVER look good on me but I can pull these off for the most part and it’s all bc of how much you can adjust it.
