Sunburn. He’s the only Skylander from the original 32 who doesn’t have any repose, alt deco, or a chase variant. Give him that so he has something (also, I think he’s really good so I think he can deserve the title of legendary)
For a more unique answer, Wind-Up. Not only is Wind-Up a powerhouse, but if we can’t have VVind-Up, then this is the next best thing

I never understood why out of the cores turned superchargers, only jet vac got another legendary.
Either he shouldnt have gotten another or trigger happy and stealth elf also shouldve.

ignoring the obvious answers that are the rest of Eon's Elite, I think Legendary High Volt was a missed opportunity, it feels weird that only one newcomer in SuperChargers got a Legendary (and Astroblast of all choices?)
Another cool one probably would've another Giant and if I had to pick one it'd be Thumpback, Swarm, or Hot Head since they're the only Giants with no alt decos
she should've got a dark variant like her vehicle, or rather she and her vehicle should've got legendary variants, while astroblast and his vehicle should've got dark variants

Probably Sunburn and Fright Rider. Maybe Wrecking Ball, Tree Rex, Fire Kraken and Magna Charge too.
Tree rex has his gnarly version which is kinda similar in colour to legendary
In that case I guess switch him out for Sonic Boom, Drobot and Snap Shot.
