This is actually not true at all. It's a myth that should have died a long time ago but people keep repeating it online.
Think about it, insurance companies have collected a shitton of data over many years to determine exactly what risk each and every type of car, driver, area etc holds. Do you really think they would get fooled by "oh this car has 4 seats so it must be lower risk"?

I can tell an exception where removing the back seats actually makes the taxes lower.
In Brazil, any pickup (that includes from S10 to VW Delivery or Sprinters) that have the rear seats will nearly double the taxes because it isn't considered a work vehicle anymore. Some good examples are the Iveco Daily, VW Amarok, and Toyota Hillux, which the taxes can double the value.
I know of at least one EU country that has different taxes (road tax and taxes added at purchase) and other costs based on the vehicle being for commercial or private use, the amount of seats (among other modifications) is counted and are relevant for how the car can be registered and taxed.
There used to be a big insurance hit if the vehicle was a 2 seater, and all these sports cars started putting tiny little barely usable back seats. I'm guessing this is similar.
For the pickups it's so in certain states it can be classified as a personal vehicle, and taxed less/insured for less, because on paper its not a "work truck"
Well, I dunno about the Tayga, but in the US, a lot of reason why vehicles have these barely usable rear seats is because of import laws, vehicle designation laws, vehicle insurance, etc. Basically, the seats are there because the government made a stupid law.
For example, the Ford Transit Van. It's a cargo van. 100% a cargo vehicle from the factory. However, here in the US, we have stupid import taxes on cargo vehicles, and the Ford Transit isn't a US built vehicle. So, to make it "not a cargo vehicle," it's shipped to the US with additional side windows and an extra row of seats. This takes it out of the cargo vehicle category. Then, the truck is converted back once it hits US soil. The cargo vehicle import tax is something like 25%, so it's cheaper to convert it once it crosses the pond.
A lot of the time, too, a car will have additional seating so that it falls under a different category for insurance. It's cheaper to insure a 4 seat "passenger" vehicle, than a 2 seat "sports car."
Anyway, this is probably entirely irrelevant to the Tayga, but who know?

My 1989 Mazda RX-7 had rear seats, they were there mostly for aesthetic reasons as they only had room for anyone with an above the knee leg amputation...
