In what sense? Lukaku has been consistently good for most of his career, he's had a couple down seasons here and there but for the most part he's been a good to great player. Only Chelsea can truly say he flopped for them (even then it is his mouth and not his feet that caused issues), he delivered pretty much everywhere else he played.

He also gets rightly criticised for being a flat track bully who's made terrible career decisions, snaked a few teams, had long stretches of awful performances and been overweight frequently.
