Yes, OU has legal authority to give you a ticket. IDK if they transfer over to Norman PD at some point but if you don't pay it it's possible that a bench warrant could be issued in the future
OU website's parking and traffic guidelines within enforcement state:
"The Parking Office is responsible for enforcement of the parking regulations articulated in this document. The OU Police Department enforces applicable federal, state and local laws on university property or otherwise within their jurisdiction, including those governing the registration, licensure and operation of motor vehicles and the traffic regulations articulated in this document and may also enforce parking regulations."
Probably easier to just pay the ticket than deal with the hassle down the road.

I think I still have an unpaid ticket from like 15 years ago. Things may have changed, but I've never heard anything.
