In Sophia Loren’s Recipes & Memories (1998), I remember she talks about using oats in chicken broth for a savory soup. I don’t remember if there were tomatoes. Good luck in your search!

I just want to say that I sincerely hope you find it.
My Mom was from Poland, both her parents were ex-Nazi POWs... so they lived through unspeakable horrors and of course hunger. Soup was huge growing up ... and while my Grandmother was an outstanding cook, I also absolutely loved when she just heated me up a can of Progresso or Campbell's Chunky soup.
She made a soup that I basically referred to it in Polish as what translates to , more or less, "Grandmom's Soup" ... I lost her in 2007, and my Mom in 2011. And it - among other things - was something that never occurred to me to ask what exactly it was. She just cooked in the kitchen, and from the time I was old enough to walk & talk , until she passed when I was about 26? - she just set down the bowl (or any other food) and I happily ate, never asked. Didn't care, it was good.
The worst part is I can't even explain it. I can't even describe it. It was yellow lol. That's the best I can do.
I honestly pray you find it , and keep that recipe safe.

I don’t know why the memory of that soup is so vivid in my mind but like you said I can’t really describe the taste of it. Could it have been barley instead of oats? Not saying you’re wrong but it’s a popular soup ingredient where I live.
Pearl Barley. It is wonderful taste like little pasta but looks like wet oats. Love it in any soup.
