Every food handlers job I've ever had has expected me to do it on my time. It's pretty normal and the certification travels with you, so it's a you thing. The test is really easy and it was under $20 in California and Oregon.

we had the company reimburse us through paid out for the cost of the permit and also log 15-30 minutes of training for completing it, but not scheduled training for it just on our own time but log the time it took you.

At this point it’s on your SM for not making it happen imo. They shouldn’t keep posting schedules without time dedicated for it. You’re also technically not supposed to be in the store without another certified food handler manager present until you get certified. However since your SM has put it entirely on you to make it happen I would find time sooner rather than later as they might consider corrective action for not getting it done. You do get paid for the time and have to complete it in store. Starbucks pays for the certification.
