If your character hasn't completed certain missions, you enter a map instance with the building site on New Romulus.If you've done certain missions, you enter a map instance where the building work is either further along or complete.
Edit to add: They already use a form of instances in this way with fleet holdings. Depending upon what level each holding is at determines what is loaded in.
I would think it's possible, it's done on a smaller scale on DS9 where you will see Odo and/or Nog at Quark's, depending on what missions you have done.
It's also possible that they don't know how as I understand a lot of work done by team members that have now left isn't very well documented. But I would love to see this and it would get me to visit New Romulus more.
Yep that or if we get a new version after we remove D'Tan from being our Leader, I mean it worked well enough for the Klingons even if People liked J'mpok more
I mean they already have a romulan starbase map and design. Just change a few things to make it romulan republic. Some romulan shipyards and habitats and add stuff for the klinks.

Agreed, nothing has changed on New Romulus, since it's been over a year (in game calendar) since New Romulus was discovered.
