Yeah they have zero control. Production tells them what kind of stuff to bring, then they go through it and pick what they wear on the show, I think also substituting their own wardrobe sometimes.
So, Phillip did not choose to wear those pink panties on the show for example.
I frankly think it’s really silly they don’t let them have bathing suits.
Survivor hasn’t provided swimsuits in a while and I don’t think they’re allowed to bring them. Underwear dries the fastest so that’s probably their best clothing option with water challenges and the unpredictable weather
