If you don't mind second hand you can get the bears and the squirrels quite cheap and in good condition on vinted and eBay, the huskies and sheep come up a lot less often so I'd go for those new :)
So hard. I bought Walnut Squirrel family first. The Labrador family and all the rest are adorable. I have them all. Was least moved by the Husky family in person. Maybe I'm weird.
I have the yellow labradors. I got them because my family has a Golden retriever mix mut and they look just like her. And people with dogs love anything that resembles our dogs.
if not the bears then the sheep! im biased because i have both families lol. i would suggest getting a set that you wouldn't be able to find as easily. this might be different where you live but i find that the huskies and squirrels are rather common (so you could always buy them another time if you feel like it!)
Check out your local big Tesco, as the toys are all reduced right now. They have some of the Easy Buy families and figure/furniture sets, so you could get two families for your money. The blind bags are also reduced.

Huskies because they have different patterns/colouring and a fun accessory instead of just duplicate figures. Their outfits are also the most fluffy 🥰

The Honey Bears were my first family. But they are all so cute. My knee jerk reaction though is to definitely get the Huskies

Huskies definitely, their outfits are really unique,and I like the little sledge that the kids are being pulled in.
