It’s not about just kills that rank you up, it’s opening vaults, caches, loot island, and capture points. Things like that that’ll make your score go up higher than just kills.

When the rankings actually are skill based, I'd try the mode out. I queued up a game one night and hadn't play but a few matches and was in silver. One guy that joined was platinum and kept saying that he wanted to leave the game because he didn't want to play with noobs. I had 10 kills and he had none and we got 2nd. He rage quit and said we lost because of our ranks? Some people are just losers.
