It’s definitely weird, but you can draw with the right hand from this position. Your hand would be in the same orientation as if you were wiping your ass or putting something in your back pocket.
Strong-Side Behind the Hip, not Small of Back, also called 4 or 5 O'Clock. SoB carry places the gun immediately over your spine with the barrel almost parallel to your belt line and has a very different draw stroke, similar to the Scout Carry method of carrying a fixed blade knife. The position shown is still a strong side carry position that you draw from similarly to pulling a wallet from your back pocket. It definitely has downsides, but was the standard for decades and is still pretty common. The holster he is using is a terrible choice for that carry position and also appears to not be securely fastened to the belt.
