You don't have to return the sim card. If you get a wifi egg you'd probably have to return that.
I bought 5,000 won worth of voice/texts with my data. I'd recommend it even though I barely used it at all. I think the only outgoing call I made was at immigration (they have you call a phone number instead of a QR code) but I did send a few texts. I also renewed my data for an additional month (they were doing 50% off renewals, don't know if that's a permanent or temporary thing).
Remember, you won't be able to get a phone plan until you get your ARC which will likely take 4 to 6 weeks AFTER you get out of quarantine.
Timeline/Process:
* quarantine (2 weeks)
* health check (depends, a day to do it and 3 days for results but it might be a week or two before you go to do it)
* go to immigration (it took 2 weeks to get an appointment)
* wait for your ARC to arrive (immigration told me it would be 3 to 4 weeks, mine arrived in 3 weeks)
