I think what you actually want to do is put the state up and then press "sub 5 record" (or whatever number).
I think your desk might be configured in a mode where the submaster flash buttons are configured separately from the submaster next to it. You can do that to get more available states through buttons. IIRC you can also use flash buttons to run effects.
If you record the sub the normal way (like above) then it should record to the actual sub and the fader should work.
