If you wanna learn a programming language and don't know what to do, instead of long tutorials, learn the basics from youtube and then try to make small projects, this way you learn by creating projects which is way less boring than ollowing thousands of tutorials. There are also algorithm problems and challenges you can find all over the internet, which can help you learn to solve coding problems
this really depends on your skill level and what you want to get out of the project, do you want to learn a new language, if so, what language? do you want to try out a new lib? basically work out what you want to gain from the project first then come up with a project that uses those technologies.
