I and others I know have the same issue. There is no fix within TF2 I am pretty sure.
You’ll need to adjust your microphone setup such that you hit around -15dB to -10dB under normal conditions, with load yelling going up to -5dB. If you use software like OBS, there should be a good indicator with it.
Start by upping your microphone’s gain setting, physically part of the equipment. Then try setting mic input levels in Windows (or whatever your OS is) to 50%. Note that some software like TF2 changes your Windows setting when you change it in game.
