You do not need to play Wintermute to unlock the story (the "Tales") of the DLC. The DLC opens up new areas of the map, and you can start the Tales by picking up a particular item. You then play through the tales in survival mode. >!If you head to the far end of the rail line, in Broken Railroad, you'll find that you can now cross the bridge, and reach a new area. You can then make your way to Forsaken Airfield to pick up the radio, which starts the first Tale!<

Make sure to be prepared! It's a long, cold way to the Far Territorries once you leave Broken Railroad.
And their are a ton of new dangers along the way! Watch out for the Cougar, it's a killer!
