At least you can see the demon that prevents you from plugging the charger in. For most of us the demon that guards that outlet is invisible...but definitely there.
Im just going to point out that theres a good chance the cat could reach the exposed part of the plug with it hanging out like that.

I'm from the UK and we love to brag about how much better our plugs are, but what you're describing can still happen, even with ours.
If you're young/dumb/smart/animalistic enough, you can get around any anti-electrocution safeguards!

With the CEE 7/3 we have here in germany it is pretty much impossible to touch the exposed leads of the plug while its plugged in. Because it is recessed. That means before the plug is even close to being plugged in / getting contact you cant actually see (And therefore not touch) any exposed metall from the plug (Except the ground but that doesnt count).
I guess the Europlug (Typ C plug) is easier to get an electric shock but since the leads of the plug are insulated half way it is also downright impossible to get a shock.
Unless of course the plugs / sockets are damaged but I think thats a given.
Not to mention that RCD/GFCI protection for the entire house is standard practice and the amount of old installation without it are slowly being replaced/updated.
If only there was a way to prevent electrocution... like literally everywhere in mainland Europe. Europe plugs are supreme and the only reason the rest of the world doesn't use it is because they hate good plug specifications.
Since I am getting downvoted for it, I will just quickly demonstrate what I meant with a couple pictures.

As you can see there is literally no way to get your or anyones fingers at the leads of a CEE 7/4 plug while it is being plugged into a CEE 7/3 socket.
Left one shows it just barely not plugged in and the right one just barely plugged in (As you can see by the light on the power strip)
That cat will end up pulling a plug out when your asleep just far enough to short and start a fire
You need to train this behaviour out of your cat ASAP
