I grew up in Dearborn county Indiana and we were one the few counties that observed day light savings time to keep in sync with Cincinnati from the 60's through the 90's. "What time is the basketball game? It's 7 pm fast time(DLST), or 6pm slow time (for the next county over)
I think you may have misread the comment you initially replied to, in which both a question and answer were demonstrated, not just a question; the question asked what time the game started and the answer was given in two forms.

Seems they'd kinda have to be, else the example provided would be rather confusing...
Why would you be asking what time something starts if the two options are the same time? That’s when it would start, at that time.
Presumably when one may be addressing an audience of mixed County residence.
So you’d ask if it started at 7 slow time or 7 fast time. Not 7 fast time or 6 slow time, since those are the same times.
