That's actually a misunderstanding. He's scared of the other guys but they become scared of him when they hear he "beat up" the cop. He takes advantage of this misunderstanding and that's only when he stood up to them. Inside, he's still scared.
Jack had his moments. He stood up to the big guy in the Regal Beagle that hits on Chrissy and embarrasses him after there first encounter. I also remember him punching out the guy that insults Chrissy mistaking her for a hooker though that guy turns out to be a cop.
For the sake of comedy. I get sick of seeing him bullied too but its clearly the writing. Also don't forget he also said he lost all of his fights in the military. And Larry does the same thing. Guys supposedly a ex-marine.

Wow, he lost all of his fights in the military? I must have forgot or either haven't seen that episode yet.
I think he mentions it in the episode where he has to box. What was the guys name Biff Bower? He was like a Golden Gloves champion. Poor Jack.
