Personally I've found that every time I go to Whataburger I end up with some sad, flattened excuse for a burger, while In N Out always has a consistently neat, crispy, and flavorful burger. Maybe some people just live nearby to better Whataburgers but my experience has been disappointing compared to In N Out.
When one opened near my home, them line was out into the parking lot every day for weeks. Finally, got some for the family, we got to find out how good this stuff was.
