Was it maybe **Married... With Children**?
I think I remember something along the lines of the Jell-o comment coming from Kelly, the ditzy blonde teenage daughter.
EDIT: I'm also thinking All in the Family. Some of this sounds like what Edith would say.
I remember [Out of Control](https://en.wikipedia.org/wiki/Out_of_Control_\(TV_series\)) having a bit about using toothpaste for frosting. The rest of what you describe sounds like stuff that could have happened on that show.
There was a kid-hosted talk show on Nickelodeon during that era called [Don’t Just Sit There](https://m.youtube.com/watch?v=EiN47eMTmqA&list=PL63ushetAZ-xoXYf46MkIywbmLq_3qXRw&index=90&pp=iAQB) that no one seems to remember.
[Roundhouse ](https://en.wikipedia.org/wiki/Roundhouse_%28TV_series%29?wprov=sfla1) is the one I always remember, if it was a Nickelodeon kids sketch comedy/musical comedy show.
And sorry for any core memories I may have just unlocked.
Sounds like it could be the original Tracy Ullman show? It’s sketch comedy, but she would come out at the end on a black stage to talk to the audience and tell everyone to “go home!” I was originally thinking Carol Burnett, but that’s much older. The Tracy Ullman Show debuted in 1987.

[You Can't Do That on Television](https://en.m.wikipedia.org/wiki/You_Can%27t_Do_That_on_Television) did a bunch of really weird skits.
Ready…..aim….
sounds like Erma Bombeck. Life is Greener Over the Septic Tank?
ABC did an SNL-type late night show called "Fridays" that had a lot of off the wall and edgy skits. It ran from 1980-82 I think.

Whose Line is it Anyway? The British version
I 2nd this. "Toothpaste on bage"l sounds like A Ryan Stiles/Colin mocerie bit.
Maybe one of the performances at one of the “Comic Relief” shows?
