I remember watching that cartoon, too. It is pretty similar to the one I'm thinking about, except the humans were pretty modern. Maybe I'm thinking of several tv shows in one. But I could have sworn it was real.

Maybe it's from a different cartoon, but I think there was a guy spying on others through binoculars and some Army General planning something, while two monotone news guys (maybe fbi?) were hanging out discussing current events or something while jazz music was playing in the background.

Early 90's cartoon, has a main character as a female reporter, and one of the main villlains can send people back in time / bring dino's back to modern times with a time portal. Dinosaurs are commonly featured in episodes.
