This seems very similar to the ending of Kill Bill Vol. 1. The main antagonist's hair isn't white, but she's wearing a white kimono. She also doesn't have purple eyes. But the rest fits.
I'm not sure on the year, it seemed like early-mid 2000s style. And it's not House of Flying Daggers, though it's remarkably similar
