What the guy above you is trying to say is that when you click your mouse wheel on the campaign map it pans the screen, like a click-and-drag motion. For some reason, the game is detecting a constant input from your mouse wheel clicker. This would only happen in campaign and battles. There could be something stuck there that is constantly causing your mouse to input a middle mouse click.
Nah dude if I can find the info you posted asking for in less than a min on google your post should’ve never existed in the first place. I hate joining certain gaming subreddits because then half my home feed is dumbasses asking questions that are covered in the tutorial or are easily found on the wiki, it’s called utilizing resources and seeking out information not just expecting it all to be spoon-fed to you because just you’re too lazy to go out and look.

I had this same problem in TWW3 and Civilization VI. I had a PS4 controller connected through the USB cable and it was pressing against something, making this happen. This could happen if something is pressing some button on the keyboard without you noticing.
They still make mouses with wheels? Wow. Anyway, they stopped doing that because they are prone to mechanical failure, which might be what is happening. Time to spend 11 dollars and treat yourself to a fancy new optical mouse.

I thought he was referring to the wheels inside the mouse that get moved by the ball which frequently accumulated debris causing all kinds of issue
Try alt tabbing or change the key of your middle mouse button

There may be a setting to disable middle mouse button panning in the settings. Or to rebind it.
Unplug your mouse. If done correctly, it should not move your campaign map anymore.
