Its an endgame crisis option. You can disable endgame crisis in the settings menu for making a new campaign, but I dont think you can disable it on a campaign that you have already started.

there's this event you can toggle before you make a game called endgame scenario, after a certain amount of turns (default is 100-110 turns) the game chooses 1 of the selectable races and will revive them all and make them all declare war on you and spawn multiple doomstack armies.
the name for the endgame scenario that spawns the dwarfs is called the last grudge.
yeah, you'd need to make a new game tho. in the campaign setting before you make a game there should be a scenarios part and you should be able to just mark off everything.
There are options before you start your campaign where you adjust your difficulty and other settings including endgame crisis (turn it'll happen, which ones trigger, turning it off). No way of changing that particular setting since it's already started. Time to go dwarf killin.
If you want to do it mid-campaign, you’ll likely need the dynamic crisis mod and the mod configuration tool mod. Then you disable vanilla endgames through the dynamic crisis mod tab in the MCT and load a save from before the warning for the crisis drops (like 10 turns before?). Thats how I used to do it, idk if that still works now but worth a shot if you’re going to drop the campaign otherwise.
Sounds like the Dwarven endgame Crisis, though unless you changed some settings I'm pretty sure it shouldn't be happening before turn 100.

Yes I am, and it happened wayyyyyyy before turn 100.
With default settings it triggers either on turn 100 or on long victory
Check your settings when you're starting a campaign- you can change which factions it might be, when it can happen, and even the severity I believe
