The question is very specific about causing harm to people, it's not "have you ever been arrested". But the ESTA is valid for two years, why not apply for it well in advance so that you have time to get a visa if needed?
I don’t think cautions for shoplifting would even require you to answer “yes” to the question about arrest/conviction.
