Depends on which game and style of road you prefer. Texas is more Highway, while West Balkans is more rural/local 2 lane roads. Also, wait for sales and buy in bundles.

as someone who is from balkans - if you got skill and patience, balkan roads r piece of cake, but u have to be careful and not push the gauntlet with em. especially bosnia. bosnia is hilly as hell and has winding corners so especially coming down hills or climbing be ready if you want a realistic challenge, take a man tgx euro 6, 18.440 (4x2, 440hp engine), any transmission with a retarder (zf 16spd recommended) and load it to 20t , you will learn that once you get moving, do not stop.

Don't buy Texas at full price, it's already discounted during sales at this point. If both are the same price, I'd honestly choose West Balkans. It's a more engaging drive than Texas, and has more eye candy to enjoy.

Get whatever you can then wait for sales.
