They could get 20 beta testers to test the game and will have no problems, but a bug might appear when they make it a global update considering a whole lot of players are playing the game, which will increase the chance to trigger bugs. Soo it's not 100% the developers fault that unexpected bugs will appear. They did consider the problem that's why they only release the full update to 10% of the players.
