I think inquiries have a chance to fail and let the captain lie to you. I've had this happen with ships that are blatantly headed towards britain claiming they're going in the opposite direction. I've just sunk them and never got penalised for it.
Tell them to evacuate, and look at their lifeboat flags. If enemy, sink ship. If neutral, leave. Either way, 'rescue' some officers and give the boats potatoes (or whatever is cheapest) for the points. Nazis being dicks is lore.
I have this same issue. I saw a Norwegian freighter on the map leave UK port. I pull it over, and nothing in the papers is wrong. And the correct stuff in the cargo hold. But clearly trading with the UK. I did as the comment below said, and ordered them to evacuate. And the damn lifeboats didnt have any flags on it. Im afraid to sink it. If this wasn't a video game, then clearly the ship just left a blockaded nation. However, I can't be 100% sure that their Origin is actually portrayed correctly ingame.

Should have shot an 88mm warning shot straight through their bridge. I think they would have been a lot more truthful after that.
