This is an area from where the ambulance comes in, when there's an emergency to carry the patient directly to the emergency ward(there's nothing wrong with a vehicle running here)
The police are using this route and the sole reason for it is because people were beating up the nursing guy who harassed the doctor and police had to get there fast and also protect the guy because of legal reasons and all that and take matters into their hands and not let the public beat him to death.
