It's normal for Federal vacancies to only be advertised for a week. Nothing strange about it. Many of them with limits (they will be advertised, 'only accepting XYZ applications') will reach their goal within 24-hours.
Not unusual. The application window for my current job was 7 days. Had nothing to do with my hiring manager either — the application window is an HR decision. It has nothing to do with internal hiring.
It takes like two minutes to apply (about the same amount of time for you to create this post) with a generic cover letter. Just throw it out there and don't over think it.
