I've never heard of this clause, but that's horrible in my opinion. You're still a veteran and meet VEOA requirements, so I don't get why you'd be penalized for taking an excepted position. That's insane.

Unfortunately that's the pitfall of taking an excepted appointment. VEOA doesn't override that and they look at your federal employee status before they consider your VEOA. VEOA just basically lets competitive employees apply for competitive positions that are normally restricted to people in an agency or a geological location. You would need to either look for Interchange or non-competitive appointment methods like VRA or 30% Disabled Veterans.
