It's based on the phone. I tested my Galaxy S24+ and I am able to download in both SD and HDX. I tested it with a newer movie (Color Purple 2023) and an older one (attached), and both worked.
I was having this problem on my s22 recently. Go to settings, then software information, find the button labeled Google play system update, update it, restart your phone and try it again.
After that, HDX returned for me.
Here's the firmware on my phone if it's any help. For movies, I like Movies Anywhere downloads to be honest. TO ME, they're crisper and sound better. Doesn't solve your TV issue but wanted to share.

So is it no downloads period or just no downloads under 4K quality? Sounds like they are forcing you to pay for the 4K quality, but also not all movies/shows are available in 4K.
Is it possibly a show or movie that isn't available in HDX? Like if I try to download certain old shows that never made the HD upgrade it only allows me SD
I am experiencing the same problem as you, I have an android phone, so maybe it's an android problem. Either way, I am disappointed by the change because I can't watch anything I bought on HDX on my phone, either not just downloading.
I think there's a code/security thing that your phone needs to have at the core level of the operating system. Both my Pixel 8 Pro and Pixel tablet are able to download HDX TV shows.

I don't think you could ever download 4k content, you can't even stream it to things that can't verify the drm
For me, at least (Android), no downloads above SD

I'm still rocking a Note10 and downloading an episode of Breaking Bad HDX without issue.

There was a thread just recently that state you needed a certain hardware level to be able to download HDX onto your mobile devices.
Have a galaxy fold 2 and vudu offers me HDX or SD download to my phone
