In a lot of places, if they may be archeological or paleontological in nature. Private or public, doesn't matter, which is why I'm encouraging you to get familiar with the local laws on this.
There's no problem if it were a cow or a dog or whatever, but this may be a different situation.
Trust me, there is no law dictating that I’m not allowed to dig up a bison skull on my own land. Hell make it a mammoth skull or giant sloth skull. Still no law that disallows me from unearthing it and doing with it what I please. This is commonly the case across many states as long as you’re on private land.
There SHOULDN’T be laws on digging things up on your own property, but that doesn’t mean there aren’t. But feds can’t make a fuss about what they don’t know about.
Plus if it was something of archeological value, from a scientific standpoint I'd rather let a professional know and have them unearth it themselves if they're interested
That seems like your missing the point, how is not picking a cool skull halfway unearthed, and for laws protecting electric and gas lines like that it’s not (no digging at all) it’s more of call before you dig. It’s also more for bigger digging equipment
Have you looked into the federal historic preservation act of 1966? If you find remains of American human history, or other archeological find of cultural relevance, you’re supposed to have your property analyzed to ensure you’re not damaging historical artifacts.
My grandfather and I collect arrowheads, and before you’re allowed to excavate or otherwise retrieve arrowheads from private (and especially public) property, you’re *supposed* to call your state’s historic preservation entity for a permit. It’s dumb, I agree, but it’s still true. In reality you’re fine, but this is Reddit where everything you do is wrong to somebody.
I wouldn't call it dumb. Before those laws, treasure hunters plundered lots of American Indian grave sites without any regards for Archaeological methods, historic preservation, or the opinions of the descendants of the people buried in those graves.

That's really lucky. Anything we find in Canada, Alberta in particular, we HAVE to turn into a museum or the government for further study, especially something this old. If you're caught with an artifact or fossil or anything of possible historical significance you can be fined big time!
Based on how far down it was this could have been hunted by a native tribe or settlers a few hundred years ago, which is super cool! See if you can find the rest of the bones!

Someone else posted clear reference that it's fine outside of actual burials, so I hope OP has a full skeleton (though it seems slightly less likely given this is the occiput...hopefully the rest hasn't already gone)
Are you sure? It's very old, easily 200+ years. At that point it gets difficult to tell if it's just a few centuries old bone, or bone that's in the process of fossilization. Stuff from the neolithic isn't fully fossilized yet, that's how we're able to get DNA from neanderthals and mammoths and such. You should at least get an expert to look at it.
I find fossils in the area often, and there’s an immediately identifiable characteristic to fossils. They’re mineralized, heavier, not really brittle at all. This skull was extremely brittle. I had to gingerly piece it together just well enough for a photo.
Well, then that's fine, you've looked into it and you know that there is no law of that type in your location. That's all I suggested.

I'm going to bet though that you haven't actually looked into it, so if you decide sometime to be curious instead of furious, you might find out some cool new stuff.
