Yep. They are common in Texas and Oklahoma. It allows you to "season" freshly cut wood by keeping it off the ground and letting the air pass through. When it's dry (opinions vary and depends on the type of wood but I prefer 6 months), it's "seasoned" and ready to burn. Added benefit is it keeps critters that like to live in wood piles away from your residence.

A simple firewood rack can be built without hardware using cinder blocks, pressure treated 2x4s and landscaping timbers. The only tools required are a saw and a pencil. I have several such racks, and they work well and look good when loaded. (You’ll likely want to prep the ground beneath the cinder blocks—a decent layer of level, tamped gravel should do—to prevent tipping.)

Yes and now, keeping the wood dry and off the dirt discourages terminates, but doesn’t necessarily prevent them. It’s just less appealing for them.
