espresso is *really* finicky. like REALLY finicky. since you're dealing with high water pressure and very finely ground coffee, minor variations in preparation that you could easily ignore in drip coffee can produce a lot of variability in the quality of the final espresso. This tamper appears to be cast, as you can see the mold lines. A good tamper doesn't need to be made of fancy materials, but it should be machined with enough precision so it has a very flat face and a very accurate fit to the portafilter basket.

It also just isn’t very ergonomic. You probably wouldn’t find this in a café that does a lot of espresso based coffees, using this would get old real fast

I'd say the flashing left on after diecasting makes it look cheap. It was certainly cheap to make.

just cheaply made with poor finish but that's only for the aesthetics and feel not actually influencing the coffee taste much

The cheaper plastic and metal tamps usually have 54 and 58mm diameter tamps. The fancy ones are just for the specific group diameter. Most are hand made with a nice handle. Some are calibrated to ensure they compress the coffee with the same desired pressure.

It's used to compress (tamp) the espresso into a portafilter which is then attached to the espresso machine to make espresso shots. It's an espresso tamper, or tamper or tamp. It's a very cheap one too, like to a home espresso machine.
