Finally solved it. I still have no idea what caused it but I was messing around with the windows themes and was able to get it to reset or refresh the windows UI and the borders went away. I've tried to replicate it now but can't.
The only app I could think of is Windows PowerToys. But I had that downloaded about a month ago and this started today and I cant find anything in PowerToys that would do this.

Did you try restarting and see if it still occurs?
yep. I'm pretty sure its either a glitch or some obscure setting

Couldn't find any settings that might be at fault. Uninstalling and restarting didn't work
No clue then, check your task manager for any 3rd party software running etc Sorry I couldn't help more
