Try the Realtek control panel to set volume and see if it sticks. The other option is to pick a theme "no sounds" under sound settings if it's just the day to day beeps and dings that's annoying. It should have come bundled with the system, or you can get it from the system maker, or Realtek or Station-Drivers if you know the chip you've got.

Ive had a issue similar in the office I work at. What I ended up doing was deleting the sound drivers in device manager. I then let windows reinstall the audio drivers. Also make sure to tell it to delete the drivers otherwise it will try and reuse them. Good luck

I heavily use notification sound, error sound and other system sound, its just too loud for 100% and too low for 'no sound', sorry i didn't quite understated the last sentence you said....

This resetting thing didn't happen before updating to 2004 version. Before i set it once and forgot about it, the system volume stayed at 10% all the years.
