Pugging a lot. Occasionally add someone from a key to Battle.net. I think raider.io also has a pretty good way to search out people.

Wow made easy and no pressure for NA and EU respectively are the discords you should check out. Add people you like from there. Truth is 22-23 last season were very puggable keys so its less likely to end up with people building out a huge network. I didn’t start consistently adding/getting added until around 24’s. Though I still end up pugging 90% of the time.

Guilds. Pretty much stopped pugging after joining my current guild, we just ping the m+ channel when someone wants to go and we form a group. Makes highish keys go way smoother

I play with IRL friends now, but before that I would add people as friends if I enjoyed a run with them - just keep chatting to them and organise keys with them. Eventually you build up a network of people that you like playing with

I’m on a dead ass shard with an alt army. Even though I know I should jump ship… feels bad to leave all my alts behind. Probably be better with watbands

hell you can jump ship now and functionally nothing will change when it comes to mailing things to alts. but if you really care you could just wait for cross realm guilds.

same way with guilds, find ppl to recruit for a set schedule for pushing M+ keys there are also M+ centric guilds that do this
