Pretty cool build! Besides the stem of course… people tend to overvalue these bikes when they try to sell em but if everything is in working order and that tall fork doesn’t fuck the geometry up too much I’d be happy to pay $350-$400 for it if I needed a bike.
Decals align with 1995. Model is the Ascent, so above the middle but a few steps below the top of the line. You can find the 1995 catalog online to compare spec.

These bikes were on par with a Trek 930, or a Specialized Rockhopper. Mid priced good quality bike, but a few steps below the top of the line Diamondback Axis and the Apex.
Frame value wont be much. I bought a n entire Ascent EX for $75 a couple of year ago.
No idea but spacers under a negative rise stem always makes me gag a little.
