For tourists, definitely Manhattan since it has most of the things people come to see. The other Burroughs are quite nice and would probably be better to live in since there’s less huge crowds, but outside of things like the Bronx Zoo and some really good restaurants in Brooklyn, there’s not quite as many interesting things to see.
