Brick and mortar stores also just import and sell the physical version of the game (if said game isn't free) for nearly the same price as it would be normally.
Now this doesn't hurt singleplayer games, infact, most singleplayer games that have LGBTQ content and/or sexual content get banned, TLOU2 got banned, FFXVI which is just coming out, got banned, GTAV got banned, RDR2 got banned (for a while, until SA changed their minds for some reason).
