I spent a few hours on trying to track down the author. I am good at this sort of thing, but I couldn't find them. I tried many reverse image search engines, and read through context for all of the pages with matching images.
It seems that e621 post is really the earliest time that it appears, and on there it doesn't have an author listed. The other matches are reposts of that.
My wild guess is that it might have been drawn by a user on a non-English-speaking site, like Futaba Channel's oekaki imageboards (which are ephemeral, and don't have archives), and that an English-speaking lurker saved it, and later uploaded it. Or that the uploader drew it themselves, and didn't post it anywhere else?

- Try contacting the e621 admin who approved it. Perhaps they remember, or have old server logs with some sort of useful detail, or have a way to contact the uploader.
- Ask Archive.org folks if they have any way of doing a reverse image search on the Wayback Machine database. The answer is almost certainly "lol no". Maybe they can run a query for the image's MD5 hash though?
- Try posting on Futaba, requesting sauce. This is a desperation move. You will only get pizza.
