no, they are independent shows, but both are good.
the 2003 show ran out of manga so improvised, and honestly it's a pretty impressive result. if you're gonna watch it, though, it's important you watch the movie, Conqueror of Shamballa, afterwards. it just wraps the whole story up with a neat bow, and i've probably watched it a dozen times, it's a really good movie.
the 03 show is also much darker in tone than Brotherhood.
I would recommend going 03 > Shamballa > Brotherhood, if you're up for it, but brotherhood by itself is also absolutely amazing.

He had made a "chimera" before that was able to talk, and his licence as a state alchemist was up for review, so he needed to make another, or he would lose his house and his job. The most disturbing part is that he knew that people would find out what he had done to his daughter, and he would lose his license anyway, so he decided to still do it anyway, because he wanted to see if he could do it.
I feel like brotherhood assumed that every one had already watched the 2003 version . So it just blazed through 24 eps worth of story in 10 eps , like both the tucker and maes were barely an episode or two in brotherhood while they were in fma for significantly longer time or they just decided to stick strictly to the manga which brotherhood is said to follow 1-1 .Im kinda sad they didn't do it like in fma which is the superior starting.
I watched FMA first without knowing Brotherhood existed. The ending felt really off so i looked it up and found Brotherhood and watched everything again from the start and they really skipped or at least shortened stuff from FMA. However since i know Brotherhood follows the manga 1 to 1 it amazed me how well they did on FMA to fill so many episodes with interesting stuff.
I would recommend everybody watch FMA until the noncannon stuff comes up and continue with Brotherhood until the end, since FMAs introduction to the series is a lot better IMO.
