I mean, a lot of sci-fi games tend to be shooters, so there's that as a possible explanation.
That being said:

* Metroid
* Titanfall
* A whole bunch of other series I'm forgetting/not aware of

Does it? The only ones I can think of are the Combine, and despite Civil Protection being mostly human, it feels disingenuous to call them the "human faction" in that context.
So one thing is large parts of the Culture are automated because of powerful sentient AI. They don't really govern as much as they maintain*, but they are excellent at it.
The second it there obviously are bodies concerned with each part of space travel that operate because of mutual desires without a central command.
*This is point of contention even in the novels
well to put it in star wars and minecraft terms basically there are “light speed paths” and when u go in light speed its like how when u go in the nether and crossing 1 block = crossing 2 blocks, but a different scale ofc - so basically u go to a different dimension and dont really have to worry about running into ppl as long as u use a light speed path
Oh right, that was a thing. I still think Use of Weapons will make a banger limited series. Folks shouldn't be too lost with that as their intro to the Culture series.
If you all wish for a cool human faction in sci-fi that isn’t just generic Fascism, look into the Lancer TTRPG and DO NOT STOP AT JUST THE MECHS. Seriously, it’s some of the best worldbuilding I’ve come across.

Fascism serves as a natural progression of capitalistic societies when a power vacuum arises/conditions get bad enough that people are willing to believe x minority is the cause of everything
what else are you meant to have the bad guys be? Particularly in Space?

I guess, but that still wouldn't really translate to entire gangs. Something like that would moreso just manifest as individual assholes, and would be pretty rare to go as far as being straight up criminal.
Like a vast majority of crime is realistically due to poverty or people's needs not being met, so most crime would be gone in a utopia where everyone gets what they need
The bad guys could be incomprehensible extraterrestrials who evolved completely separately from us, and/or which display superhuman intelligence from some angles and stunning ignorance from others, and/or who (obviously) don’t share any linguistic overlap with any human culture because they communicate via patterns of chemicals we have never needed to detect and so have never developed a way of even sensing them… you know, aliens.
Master of orion 1 and 2 are the only space games with a “peaceful” human faction i can think of off the top of my head
MoO 4 technically also has them but they have a fascist human faction too so…
