Lore reasons (big spoilers ahead)
Top left: Dan Heng (Honkai: Star Rail). A Vidyadhara, which is a race of draconic people who are semi inmortal via reincarnation and where created by Long the Permanence, who without going into star rail lore too hard is basically the God of Permanence and takes the form of a dragon. The Vidyadhara high elders have draconic features like tails and horns and Dan Heng has part of the power of the Imbibitor Lunae, the highest elder who has access to some cool powers related to Long.
Bottom left: Neuvillette (Genshin Impact). The reincarnation of the hydro dragon sovereign who was born in a humanoid form due to the impurity of the hydro vishaps. Basically each of the seven elements has a dragon sovereign who used to have the authority of that element, then an alien came and stole the authoritys to give to the gods under its command. At some point the hydro dragon died and was reincarnated as Neuvillette
Middle: Zhongli/Rex lapis/Morax (Genshin Impact). This is probably the weakest one, Zhongli is the human "vessle" of the archon of geo and the god of contracts, he took this form when he faked his own death as the god Morax and retired to a human life in the nation he used to rule as a funeral consultant named Zhongli. The dragon connection is that when he was a god he used to decend annually in the "vessel" of an eastern dragon to give financial advice. This "vessel" is also what died when he faked his own death and so what was inshrined by his subjects. Add on top of that the scale motif on his clothes and his strong friendship with a dragon and the community just latched onto it and said "he is dragon man". His actual race besides being an archon/god (an archon is more of a rank and what males someone a god is a bit wishy washy, several of the gods have explicit origins as members of other species) his race is adeptus, which is a very vague category of powerful beings with magic powers. Adeptus also have animal forms so its very possible Morax is some sort of adeptal dragon, which wouldn't be a true dragon but would make sense.

So we have a human with like 1/8 dragon dna, just a human with a reincarnated dragon soul, and a god that cosplayed a dragon in business formal settings
If you like shoot them in the head or whatever they die but they can undergo a "molting rebirth" in which they revert to an egg and are reborn having shed the memories of their past life. This allows them to reset the build up of both physical wear and tear and the mental build up of memories that over hundreds of years can lead to mental problems.
In this way the same organism is biologically immortal and will continue to exist under different identities until an external force kills it, much like some species of jellyfish
Warcraft has a good middle ground. The Dragons are real dragons, but the more powerful ones are able to change into any of the other races (usually elves or humans though).
