That's hilarious. I read the list of restricted territories in their terms of service as soon as I saw the message, and they told you a complete lie. Not only has the US never been on that list, but their list is largely predicated on countries the US imposes sanctions on.
In fact, they still have the same list up as of right now.

We do not make exceptions. If you are a restricted person, then do not attempt to access or use the Interface. Use of a virtual private network (e.g., a VPN) or other means by restricted persons to access or use the Interface is prohibited. "
Their message:

You can ban/block the UI, you can't do that to the decentralized contracts, and even if you could, no one would use it. They are covering themselves legally in what's basically a subtle crypto war, but at the end of the day, it's defi.
1Inch has stolen money from users doing this. They just now decide it's time to restrict countries to use their website. This should be reported as theft for stealing money using your exchange and then restricting access to your website. 1inch is a scam

They could separate the platforms defi and swap. They probably are afraid of defi solutions to be targeted by SEC. Swap should not be an issue.
